Cornwall Cricket Board Child Welfare 1. All clubs need to have at a minimum one certificated (attended the Good Practice and Child Protection course) Club Welfare Officer and to be accredited and achieve ClubMark they will need two Club Welfare Officers. 2. All clubs must adopt the ECB 'Safe Hands - Welfare of Young People in Cricket' policy and include in Constitution. 3. All official Coaches, Umpires and Scorers must have completed a satisfactory Criminal Records Bureau check. 4. All Umpires, Scorers in all cricket who carry out the duty on regular occasions must have completed a satisfactory Criminal Records Bureau check. 5. All club members under the age of 18 need parental consent for being photographed, videoed, changing in changing rooms with over 18's and being transported to home and away games. 6. All Club Welfare Officers need to attend the NSPCC 'Time to Listen' course when it becomes available. If any of the above is not fulfilled then the Individual Club Management Committee becomes liable. A copy of the ECB 'Safe Hands - Welfare of Young People in Cricket' policy can be downloaded form the above website The officer must attend a 3 hour Sports Coach UK 'Good Practice Child Protection' workshop (dates) and then, once it comes on line, another 3 hour NSPCC 'Time to Listen' workshop. This NSPCC workshop will train in the role requirements and responbilities of being a Club Welfare Officer. The Club WelfareOfficer's role will be: 1. First contact in club for all members regarding any child welfare issues. 2. 'It is the responsibility of the Club Welfare Officer to pass on any Child Protection/Welfare concerns to the County Welfare Officers (Dave Dunnett or Clive Polkinghorne). The County Welfare Officer will therefore be accountable/responsible for any further actions and would investigate as appropriate following Local Authority Child Protection Guidelines and the ECB Welfare of Young People in Cricket policy' 3. To be CRB (Criminal Records Bureau) checked and complete for all coaches, managers, umpire and scorers in the club. 4. To ensure the ECB 'Safe Hands' Welfare of Young People In Cricket Policy is adopted by the club. Downloadable from www.play-cricket.com.
o Report all concerns at a club to Club Welfare Officer who completes a Welfare Incident Form. o Club Welfare Officer reports to County Welfare Officer. o County Welfare Officer will handle situation. If at any time anyone is in danger or been hurt any one can contact the police or social services. 1. Every coach, umpire, scorer, captain and person with regular contact with children needs to complete a CRB check. 2. Complete a Parental consent form for all minors under the age of 18. 3. Further to our email sent 15th June 2010 regarding the Government announcement of the review/remodel of VBS, please find important further information to follow: 1) ECB statement following Government announcement / further VBS information at this stage Since the announcement, we have updated our website with the following statement and further information regarding VBS/ISA. This can be found at: http://www.ecb.co.uk/ecb/vetting-and-barring-scheme,307717,EN.html and it can also be seen on / linked to the 'Safeguarding Children and Child Protection' page, as well as the 'Vetting Checks' page. This is further, initial information at this stage, and we will add any further significant information to this as and when it becomes available. Note: You may find that some previous information shown on these pages has been temporarily removed. This is to avoid any confusion whilst we are looking into further information, and the pages will be updated further when we have full details to do so. We will shortly be writing to all our Safe Hands Owners on record - from attendance forms received after TtL courses, and will include this information. A copy of this communication will also be sent to County WO and CDMs. If you could please inform and direct all your Club Welfare Officers to this information on the website. ''Following the announcement from the Government on Tuesday 15 June 2010, the most significant news to update you with is that with immediate effect, the ISA registration stage of the Vetting and Barring Scheme that was due to start on 26 July 2010 has been halted to allow the new Government to conduct a remodelling of the scheme. Theresa May, Home Secretary states 'the Government has made clear its intention to bring the criminal records and vetting and barring regimes back to common sense levels. Until this remodelling has taken place, we have decided to maintain those aspects of the new Scheme which are already in place, but not to introduce further elements'. This means that no-one can register with the Independent Safeguarding Authority until further notice from the Government. However, a significant level of planning for the ISA registration scheme has been undertaken and the CRB has already designed and rolled out a new application form that would suit both CRB and ISA requirements. As such, this new form, which is purple in colour rather than white, will go ahead, but elements of it may no longer need completing as originally expected when the form was designed and printed. You can start to use the new purple form from late June 2010 however there will be sections relating to ISA that will no longer be mandatory parts of the form. It is very important to note that CRB will not process any applications made on the current white form if they are received at CRB after 20 July 2010.Therefore TMG have requested all white forms to be submitted to them by the end of June which will give time to resolve any queries and submit to CRB. The new purple forms and application packs can now be obtained by contacting TMG - ecb@tmgcrb.co.uk or 0845 251 3000. Any queries relating to completing the new application forms should be directed to TMG and not the ECB. Whilst ISA registration has been halted for the time being, it is important to note that there are legal obligations already created under the Scheme in October 2009 that remain in place following the Government Announcement of 15 June 2010. These relate to the organisation of those working with children and vulnerable adults in particular work called Regulated Activity. The flow chart shows how to identify whether a role is in Regulated Activity. A Regulated Activity Provider (RAP) is the person or organisation responsible for employing or organising / arranging workers for regulated activity. 1) RAPs are legally required to refer to the ISA anyone they remove from Regulated Activity where they have harmed or pose a risk of harm to a child or vulnerable adult, e.g. due to an allegation being investigated. The ECB will carry out this referral on behalf of member clubs/leagues, so clubs, leagues and Boards must use ECB reporting mechanisms for all incidents and allegations (ECB Safe Hands Kit Bag Items 4 and 5). Examples of RAPs In the case of a cricket club - the weekly coaching sessions at Taunton Cricket Club - the RAP is Taunton Cricket Club. However if Somerset County Board organise a festival to take place at Taunton Cricket Club then Somerset County Board are the RAP.
2) RAPs must not knowingly employ a barred person in regulated activity.
3) The ISA makes the decision to bar unsuitable people from this work, a decision that was previously made by Ministers. The two new barred lists will continue to be administered by ISA and can be checked through an enhanced CRB disclosure What to do now? The ECB's advice to clubs and organizations for the 2010 cricket summer season is: * Ensure the club committee understand their current responsibilities under the Vetting and Barring Scheme, including: - understanding what 'regulated activity' is; - understanding who is a 'regulated activity provider' (RAP); - understanding the duty to refer a person to ISA; - ensuring you are clear who is responsible for making referrals in your organisation. * to continue with the current CRB process outlined in the current guidance in 'Safe Hands - Cricket's Policy for Safeguarding Children' albeit on the new purple CRB application form; * ensure that all new starters in junior cricket in the 2010 season are CRB checked immediately; * comply with Safe Hands guidance on reporting concerns and good recruitment practice which will enable cricket to meet the elements of the Vetting and Barring Scheme that came into effect on 12 October 2009. By reporting concerns through this mechanism (ECB Safe Hands Kit Bag Items 4 and 5), the ECB will be able to support clubs with their legal obligations to report; and * Ensure that they have a Club Welfare Officer in place who has undertaken an Enhanced CRB check through cricket and has completed the relevant cricket safeguarding training currently available. * Wait for further updates on the scope of the review and if/when people need to register. The ECB will review Safe Hands, the ECB website and ECB Clubmark to identify where guidance will need to be changed in light of the current information. Any changes will be clearly communicated, and should more information be released by the Government, further revisions will be implemented. In the very short term sections of the ECB website may be withdrawn to prevent confusion. If you would like to read more about the Scheme and the recent announcements, please go to http://www.homeoffice.gov.uk/media-centre/press-releases/Vetting-barring -scheme .'' 2) New 'purple' CRB application forms As stated above, the roll out of the new 'purple' application forms is still to go ahead on 26th July 2010 (with ISA registration sections of the form now being irrelevant). The new forms would have been distributed / available now, but this is now going ahead slightly later then initially anticipated as we were advised of a possible Government announcement and therefore had to hold off distribution to avoid any confusion until we had the full details. We have since needed to amend the application guidance accordingly and this is currently being finalised and reprinted. Once ready, we will be able to start distributing the new forms. Please see the application form summary timeline below for important details for the change to the new form: 25th June 2010 - If required, current 'white forms' will be sent out until this date - provided that they are returned to TMG by 30th June 2010. TMG CRB will not send out any white forms if they can not be returned by that date, and will advise that the request be put on hold until the 'purple forms' are available to send out. - Any 'white form' stock is to be destroyed or returned to Ethics and Compliance Team - ECB offices at Lords / TMG CRB offices after this date. 28th June 2010 - New 'purple forms' will be available to distribute to all as from this date. - Counties will be able to request forms from this date. However, initial stock requests are still limited - CRB will start accepting (but not processing - see below) new forms. New forms received before this date will be returned. 30th June 2010 - All current 'white forms' MUST be back at TMG CRB to allow for internal processing and sending of to the CRB in time, to be processed further. - Any white forms received after this date will not be processed and will be returned. 20th July 2010 - CRB will no longer accept and process current 'white forms' . (Therefore TMG need to get all white forms off to the CRB to be processed further by 16th July 2010 - hence the cut off date above, to allow time for processing). 26th July 2010 - The new 'purple forms' accepted by CRB as from 28th June 2010 will be held by the CRB unprocessed until this date, at which point they will be processed in date received order. No new purple forms will be processed before this date - CRB will now accept further orders for the new application form from registered bodies (TMG CRB) It would assist us greatly if you are aware of any large sign off of CRB applications planned, that you advise all to ensure they return current white forms to TMG ASAP and before 30th June 2010 in order to be processed further. Alternatively, they could wait until the end of June when the new forms will be available. * Once the amended Application form guidance has been finalised and reprinted, it will be added to the website to download along with any additional forms . 3) ECB ID Evidence Checkers Despite the majority supporting the proposal of Club WO being evidence checkers, following this announcement, we have decided to keep our current evidence checkers at this stage until we have further information from the Government regarding the Scheme and registration. This is also to avoid any confusion and allow for the smooth changeover to new forms during the season whilst we await further information. However, we will still look towards this change in the future. Once all the relevant application guidance has been amended, finalised and reprinted, we will be writing to all our current Evidence Checkers advising them of the new form and timings and providing them with an initial stock of new forms and applicant application guidance. We will also provide them with the new Evidence Checker guidance, to allow them to fulfill their ID verification role accordingly. This communication will be sent out via post directly from TMG CRB. As the amended guidance has only just been finalised and gone to print, we anticipate this to be sent by the end of June when all is ready to be sent out. TMG CRB will advise us if there are any complications which may cause any delay. As County WOs should already be evidence checkers along with many CDMs, you should receive a copy of this communication at this time too. With regards to new requests for evidence checkers to be added - we will start accepting these again at the end of July. However, we will only accept requests for evidence checkers to be added if they are for a trained Club Welfare Officer. This is to assist with starting the process for creating greater ownership for clubs. You will still need to get them to complete a consent form as before at this stage, and counties are to confirm that they are a Club Welfare Officer, confirm the club name and confirm that they have attended relevant training in the confirmation letter that is sent with the consent form.
