CORNWALL CRICKET LEAGUE

AGM General Preview      Rule Change Proposals -Results of Voting  General   County 1   Premier

The ANNUAL GENERAL MEETING of the Cornwall Cricket League was held in the Council Chamber of the New County Hall, Truro on WEDNESDAY 15th JANUARY 2003 at 7.30pm.

Cornwall's ECB Premier League Clubs voted overwhelmingly, by 8 votes to 2, to reduce their league season by a third at the Jolly's Drinks Cornwall Cricket League's Annual General Meeting, held at Truro. Only champions Truro and neighbours Grampound Road preferred to stay with the present 27 game format, where each team played each other on three occasions.The forthcoming season will see just 18 games and despite fears voiced of a possible lack of cricket, with no re-arrangements, the majority of clubs were against re-introducing some form of additional cup competition.

Other changes agreed in the Premier League for 2003 were that matches will now be of 110 overs maximum instead of minimum, with the side batting first limited to 55 instead of 60 overs. Batting bonus points will be available over the entire length of both innings and points for a lower scoring draw will only be obtained if the side batting second scores more than 75% of its opponents total.

The general league rules remain very much unaltered. A proposal to allow more than one paid player per club was defeated. Also the rules regarding the playing of overseas players remain the same. The only overseas nationals that may apply to the League to play, must be living in the county and in possession of a work permit or a Working Holidaymaker's visa . They must also demonstrate that they are in either remunerative employment or of Independent means from sources not connected with cricket.

Also amongst the proposals that failed to gain enough support were the non rearrangement of all league games, a return to a bowler restriction of 16 overs per innings and 10 team divisions throughout the league. In County Division 1 suggestions to introduce a minimum over rate of 17 overs per hour and the introduction of fielding circles were also defeated. All league officers were re-elected unopposed.

There shall be no rearrangement of fixtures due to bad weather or playing conditions. If a match is unable to be started due to bad weather or playing conditions, the match will be abandoned. Each side will receive 6 points as per rule 4 c

No bowler shall bowl more than 16 overs. (e.g. 33% in a reduced overs match) .

N.B. The LMC interpret this proposal to mean a return to the "Qualification & Registration Rule 5" of the 2001 season. Clubs are therefore urged to re-aquaint themselves with the provisions of this rule as this is what they will be voting for or against.

Over Rates: In all Innings of 40 or more overs duration in County Division 1, an Average Over Rate of 17 overs of actual playing time must be achieved. Part overs shall be deemed to have been completed. In circumstances which cause loss of playing time and which are beyond the control of the bowling side, such as injury, adverse weather or light, time wasting by the batting side etc., the umpires shall make due allowance of time and note same on the report sheet. Any bowling side falling to achieve the required over rate shall lose one point for every one over or part thereof per hour by which they fall short of the requirement. Any such penalty shall be applied by the Results Secretary, If necessary, after consultation with the umpires

(14) New Rule 4 Create new rule: FAILED 7-5

Fielding restrictions to apply to County Division 1 only ( a ) Two semi -circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The field restriction area should be marked by continuous painted white lines of "dots" at five- yard intervals, each "dot" to be covered by a white plastic or rubber ( but not metal ) disc measuring seven inches in diameter. ( b ) At the instant of delivery, there may not be more than five fieldsman on the leg side. ( c ) For the first 15 overs only two fieldsmen are permitted to be outside the field restriction marking at the instant of delivery. ( d ) For the remaining overs, four fieldsmen plus the bowler and the wicket-keeper must be inside the field restriction at the instant of delivery. ( e ) In circumstances where the number of overs is reduced ( see rule1(g), the number of overs in regard to the restrictions in 1( c ) and 1 ( d ) above shall be reduces proportionately in a ratio of 25% in accordance with the table below. Fractions are to be ignored in all calculations re the number of overs. 17-20 5   21-24 6    25-28 7     29-32 8    33-39 9    37-40 10    41-44 11     45-48 12 ( f ) In the event of an infringement of any of the above fielding restriction, the square leg umpire shall call and signal "No-Ball".

Start time - May and August to the 17th 1.15p.m. Average of 17 overs per hour to be bowled. The last hour shall be called at 6.40p.m.( 6.50p.m. if a separate interval between innings is necessary) or when 90 overs of the match have been bowled, whichever is the later. Start time - June & July 1.30p.m Average of 17 overs per hour to be bowled. The last hour shall be called at 6.55p.m.( 7.05p.m. if a separate interval between innings is necessary) or when 90 overs of the match have been bowled, whichever is the later. Start time - After the 17th of August 1.00p.m.

(19) Rule 13 1 a i Amend to read:            CARRIED

Each match will consist of 110 overs maximum The side batting first may bat for no more than 55 overs. The side batting second may use the balance of the overs available after the completion of the first innings.
